Wayne Library Alliance (WLA) SYSTEM ADMINISTRATOR
Compensation range: $35,000–$40,000 per year (part-time).
This position offers a flexible remote schedule and a unique opportunity to shape library services in Wayne County.
The System Administrator reports to the Wayne Library Alliance Board of Trustees. This is a remote position, but the candidate must reside in or near Wayne County, PA, and be able to attend monthly meetings in person. Some travel and evening work may be required.

Qualifications:
Required:
Master’s degree in library science from an ALA-accredited institution.
Professional Librarian Certification in the Commonwealth of Pennsylvania.
Strong verbal and written communication skills.
Experience in financial management including budget oversight, payroll and accounts payable and receivable.
Preferred:
Four years of public library experience, including two years in a supervisory role.
Administrative experience in integrated library systems (ILS), digital resources, and intergovernmental relations.
Strong technical aptitude and ability to coordinate online resources.
Strong interpersonal and organizational skills.
Experience using Excel, Word, and QuickBooks.
Duties and Responsibilities:
General Administration
Works in conjunction with member libraries and their boards and directors.
Plans and administers system-wide services in coordination with member libraries.
Stays up-to-date on local, state, and federal laws affecting libraries and serves as a reliable resource for member libraries.
Develops and coordinates long-range planning and countywide services in conjunction with member libraries and the WLA Board.
Assists the WLA Board President with agenda preparation and provides information required for WLA Board meetings.
Attends all WLA Board meetings.
Performs other duties as deemed necessary by the WLA Board.
Financial Administration
Prepares annual budget with the President and Treasurer for WLA Board approval.
Administers expenditures within annual budget as approved by the WLA Board.
Processes all receivables and allocates funds according to procedures approved by the Treasurer and WLA Board.
Processes all invoices as included in the budget or approved by the Treasurer or other designated Executive Officer of the WLA Board.
Reconciles accounts and maintains monthly and annual financial records in QuickBooks.
Coordinates the audit process and schedule between the contracted accounting firm and member libraries.
Maintains records from all audits and financial reviews and distributes copies to member libraries and WLA Board.
Distributes state aid and county allocation funds to member libraries in accordance with WLA Board approved distribution formula.
System-Wide Services Development
Evaluates system-wide library services and makes recommendations to the WLA Board concerning related strategies and funding.
Implements WLA Board-approved plans for system-wide library services.
Coordinates intra-county and inter-county driver delivery services.
Serves as the point of contact for all system-wide ILS and e-resources.
Member Library Coordination
Meets with member library directors a minimum of six times per year in accordance with State requirements to plan and coordinate system-wide services and resources.
Provides or coordinates training for WLA Board, member library boards, directors, and staff as requested.
Provides third-party contact information to member libraries as requested.
Northeast District Library Coordination
Serves as point of contact for district-wide services and resources.
Attends district meetings to support the efforts of the WLA Board.
Provides member libraries with district budget, service and resource information.
State Aid and County Allocation Reporting
Reviews requirements and standards for public libraries and the receipt of state aid.
Coordinates with member libraries and the district consultant to prepare annual state aid applications.
Completes the State Aid Library Subsidy Application (SALSA), submits the WLA plan for state aid, and prepares the annual state report.
Reviews and submits member library state reports on behalf of WLA.
Submits all required documentation to county officials, the WLA Board, and member libraries.
Provides annual statistics from member libraries to county commissioners.
Community and Public Relations
Acts as a liaison to represent the WLA Board with county government community agencies.
Attend regional and state library conferences and other events as approved by the WLA Board.
Serves as point of contact for media, the general public, and other community organizations and coordinates with WLA President for assignment and action.
Advocates for the member libraries of WLA at all times.
