District Consultant - Southwest District Libraries (Washington, Greene & Fayette Counties)
Consultant Duties for the Southwest District Libraries:
20 full-member state-aided libraries in 3 counties; 2 county systems; 5 non-state aided affiliate member libraries
Status: Full-time; exempt; 35 hour week
Reports to: District Administrator
Supervises: Administrative Support staff, Delivery Drivers, Interlibrary Loan Assistant
Administrative Duties:
- Plans and coordinates consultant services to twenty library directors, Boards and other agencies
- Develops a budget plan for the use of District Center Aid
- Develops a District Agreement/negotiations for the provision of services
- Coordinates contracts, authenticates and manages district databases
- Coordinates five-year-planning for District Services
- Coordinates the WAGGIN twenty library ILS Consortium, including policies and procedures
Consultant Duties:
- Reviews, collects necessary documents and assists library directors in completing the Office of Commonwealth Libraries Annual Reports and additional reports
- Coordinates OverDrive electronic resources for the district: contracts, invoicing, collection development
- Serves as District Library Center Youth Services contact
- Attends State meetings/trainings and keeps member libraries informed on new initiatives, State programs and trainings
- Provides consultant services to library directors, boards, staff members and Friends
- Visits district libraries and attends library events regularly
- Maintains district communications, announcements and updates from Office of Commonwealth Libraries
- Coordinates/plans continuing education and training sessions per year or as needed by district library directors, staff and boards
- Conducts new director and Board orientation
- Monitors local library standards compliance
- Assists libraries with applying for LSTA, Keystone and other grant opportunities
Professional Development:
- Maintains current knowledge of library services by attending continuing education sessions, workshops, and reading professional journals
- Maintains membership and actively participates in state and national associations
WAGGIN/ILS Support:
- Manages WAGGIN contracts, training and relevant activities
- Coordinates and acts as Administrator for the consortium’s Chat with a Librarian service
Skills Required:
- Knowledge of public library development, operations, technology and management
- Excellent communication skills
- General knowledge of basic accounting practices
- Technical writing abilities; research skills; statistics gathering and analysis
- Grant writing experience
- Ability to participate effectively and provide leadership in a variety of meeting formats
- Knowledge of library automation and electronic resources
- Word Processing skills; desktop publishing
- Highly organized; able to multi-task and to meet multiple deadlines
- Ability to define problems, use good judgment and effectively solve problems
- Ability to maintain meticulous records and the confidentiality of sensitive information
- Must be able to work in a team setting, including but not limited to assisting and supporting coworkers, contributing ideas, maintaining flexibility and adapting to a rapidly changing environment
- Must be willing to work flexible hours as needed by District libraries
- Travel required within the District and state; current PA Driver’s License and ability to drive; must have own transportation
Minimum Qualifications:
- Master’s Degree in Library/Information Science from an ALA accredited institution
- Minimum of five years experience in a public library
- Supervisory and/or management experience in a public library
- (Candidates with a pending MLS may be considered)
- PA Child Abuse Clearance
- PA Criminal Record Check
- Lifts and carry objects up to twenty-five (25) pounds in weight
- Must be able to bend, crouch, crawl, kneel, sit, stand, climb
- Must be able to use basic office tools and equipment such as: computers, printers, scanners, copier, telephone, box cutter, paper cutter and postage meter
Salary Range: $58,000-$62,000
